The chance doesn't increase for the floor you recieve the item as if the planetarium wasn't there before, it never will be on that floor. You need to progress to the next floor before the chance increases.

Yes I noticed this, but it seemed to only add a +20% on the next floor for skipping the item room and not +35% for skipping the Item Room and getting Magic 8 Ball.
