I'm playing the Carthage campaign. I conquered Syracuse, but when I build recruitment system 1, it's eliminated the next turn and returns to the list of available buildings. The same thing is happening to me with Palermo (Ziz). All the cities are already on system IV or V, and I can barely build those two on system 1. Anyone else?
