Yeah that would probably be for the best. In the Grand Campaign Rome can be purposely made Overpowered to Guarantee it becoming a World Power that way the other Factions can have a Chance to Shine. So that in the Roman Only Campaign Rome can have a Historical Weak start where they need to struggle their way to the top in the Shadow of the Greek Empires of the East. And then my Prior suggestion on the deleted preview workshop entry to add emergant factions, Existential Crisis event factions (like Hannibal or Cimbri Invasion), and a deticated Roman Civil War Faction to add to both Challenge and Historical Realism can absolutely be implemented!
