(Solution) One or more mods giving errors
As of 1/1/2025, I discovered that disabling the following 3 mods allowed me to create a single player game.

Leugi's Moniopoly++: Celebrities
Naturalist and other Units UI Fix
Random Meteor Bonuses

I hope the hours I spent troubleshooting mods will be beneficial to others out there!

Sadly, still doesn't work even with those disabled.
