Irradiating Materials
I noticed in descriptions of the Bismuth and Gold items it says that they can be irradiated into Po-210 and Au-198. Is there a feature were you can irradiate elements into other elements? Ive tried many ways by blasting them with radiation but nothing worked.

You just need them to stay there for long enough at high enough radiation.
I have a question that is sort of related to this: What do I use them for? What fuels can I create with them?

you need to put them inside an active reactor and wait a while (the more fuels and moderators you have the better), they don't really serve purpose except that you need U-233 from thorium to make TBU fuel
I dug into game files to find the exact flux values and commented but I'll put it here again anyway, they are as follows: thorium requires 2500, cobalt requires 5000, gold requires 7000, and bismuth requires 5500
I was successful with thorium I think but I can't replicate it now using HECF
irradiated thorium, bismuth and cobalt, the latter two used a bit of time acceleration, however I suppose my reactor isn't enough to irradiate gold

from what i remember i never set limit on how much neutron flux you need so technically gold should just take almost three times as much time
