Can’t find any pearls. At all.
I can’t seem to find any of these sneaky little buggers since I’ve played. I’ve spent 5-6 hour each day for almost a week and had not found a single pearl no matter where I go. The clams are always empty.
I literally have an entire room in my base dedicated to all the other oceanic treasures I’ve found except for any pearls.
I need the pearl to finish an important quest.
And it ain’t a mod thats keeping it away from what I can tell. If it were a mod, the NPC at Icarus would’ve shown a different item.

The item and physical resource found in pearls would be different entities, I'd ask you to check if you have any mods either on the Steam Workshop or downloaded through servers but you seem clear of it- it is worth doublechecking though.

I've unsubscribed to all my mods besides Kuwait to check if it could help bring out the pearls.
It completely borked my save. My inventory and base (made of spectral brick) had been snapped. Even the bonfires at the Icarus safezone was snapped along with most of my vehicles (though a single bus I owned survived).
Despite the incredible loss, I checked the oceans once more. There are still no pearls to show for my defeat.
