Aside from using God Mode, Alliance terminals can show up in the inventory of Systems Alliance (And Asari Republics, if you have that mod as well) traders.

It's kind of how licenses work in the mass effect games, not something you find just lying around but you have to pay someone for it to even get access to the stuff. Is what I imagine it's supposed to emulate.
