This does work. Though it is basically cheating because it automatically captures the "un-capture-able" objective.
Ennemies are not spawning because sectors are too close to objects (such as trees or houses), a very simple solution is to just move the map marker elsewhere like 20 or 100 meters away (i've tested it and it worked).
You can solve it yourself just using the mission.sqf in the editor :
1. Download PBO Manager (free)
2. Download the mission from KP liberation (pbo file)
3. Extract folders in YourProfile/Docs/Arma3Profile/mp mission
4. Open editor and load mission, this will load the mission.sqf file
5. Go to the not-spawning area and just move it where there is a clear area (5m radius with NO object at all)
Here's examples of working locations for Koplo Mon and Tsrun Phei Plantation (Cinas mentionned them 1st July, as i'm doing my own liberation with KP scripts i didn't play yeat and don't know which towns are bugged or not so i only looked at them thanks to Cinas)

Both of screenshots were taken after testing and seeing enemy spawn correctly so it should work for you too.

-And forgot to mention, you can also place a Hide Terrain Object module you can configure and place where you have your marker, select a square and put 15x15m it should work too
