yes! it is like an npc with a death timer. when it dies, the boss spawns.

if it doesn't die automatically and stays alive then it's a bug.

ehhh no, they actually die real fast. not giving you time to even read the description on the spyglass, so what you are experiencing is actually a bug.

just spawn any arch tempered boss manually if it doesn't work, or ask and admin.

you should report that bug just in case.

unless they actually spawn at some point, you should be ok.
