The Xeno Acceptance Rights Resolution chain is causing pops to completely avoid being purged by the contingency. Noticed this when I was observing how fast pops were declining on occupied planets. Is this supposed to happen?

I think I found the underlying issue here. The contingency does not own the planets once it occupies them, acting sort of like a non total war thing , leaving modifiers affecting the true owner of the planet intact, if that makes any sense. I have some ideas on how to fix it, maybe ish, but at least I know where the issue is

@Itharion the bug is still on track for fixing, development has been largely halted due to technical issues, which are now mostly resolved to the point of me being able to code stuff again

I am not able to find the 'Become Grand Custodian' resolution, i have become the custodian and i have removed term limits.
Ive put this mod at the very top of my mod list
Any help is appreciated

its intended to only be after a wait, 25 years currently, have been thinking about removing the wait for the upcoming version, and replacing it with a resolution chain, so that may be different sooner rather than later

doing this will certainly reduce the amount of spaghetti code related to said waiting time, which is definitely a plus. give me a couple of days
