Are they able to move properly in combat? do you have a navmesh on the map?

Yes, The map I have has navmesh.

Then it really is that simple, hold your walk key and press E on them, troopers/marines will say something in response once they begin following you

I wish it was simple. When I do the action they do say a line but don't follow still.
