Index cards?
So how do Index cards work i've gotten quite a few of them and some times they stay in the deck and other times they will be removed from the deck. it says i need the proper index to use the card but what does that mean cause i thought it meant i needed a specific page to be used to use the card but, that didn't seem to work all the time.

i just think its a broken mechanic at this point

You need one of the proxy key pages to use them, Esther, Hubert, or Gloria. If you don't have one of these key pages equipped the cards are removed at the start of combat.
