because the game thinks scrolling means going to the next gun which the next weapon is the pistol

This is something I can't fix myself as I already do all that's necessary to lock the current tool. All we can do is wait for a better locking mechanism to be implemented.

In the mean time, mod developers should make sure their tool plays nicely with this one.

I've noticed when making my mod (The Eraser) that it appears next to this gun. So when you scroll using this gun, my gun is briefly selected for long enough to run the tick function. This causes the reticle to be drawn for one frame which causes a somewhat annoying flickering.
I plan to fix this by fading in the reticle over half a second or less.

Not for me. I use this tool every time I play teardown.

A new feature in 0.7 allowed me to fix this issue. Try out the experimental branch of the game to test it.
