On my server only I have permissions,but you can try this if you haven't already sorted it out.:

I figured this all out today. You have to enter your Bohemia Interactive GUID Not the Steam ID.
You can find this GUID in the server ADM logfiles or in CFTools > Player database > Player >Identities

Once I did this, I was able to manage player territories.
