I read some comment with the same problem, but i don't know if it is a real bug.

After various sub/unsub, mod install/uninstall, some test, i am in any case unable to save the changes in the mod (ex: untag zombie don't hear to speech)
Every time I start the game the choices are reset.

I'm on a Dedicated Server and inserted the mod and its requirement in this order:
1- Error magnifier
2- EasyconfigChucked
3- Conditional speech

I don't known if it is a bug, or if is a conflict with other mods (i don't have other "speech mods"),
or if a normal issue relative to a "steam instant mod file update"

other mod like udderlyuptodate get a reset only after a server restart instead.

Is it the same problem?
is there a metod to fix it?
