You can't temporarily disable spawning. You can disable the mod in the options or "bgn_enable 0", but then the already spawned NPCs will be deleted. You can disable the mod in the options or via the console command, and then spawn the actors manually through the NPC spawn menu if you don't need automatic spawning.
