Yes, this is a mistake. I am rewriting the damage module to fix a number of issues.
Should try disabling citizens spawning with and picking up guns, I think what happens is they start shooting which scares other citizens into picking up guns which makes the cops hostile so it's a seemingly never ending cycle of NPCs becoming aggressive
Also cops seem to take a long time properly reacting to the player running people over, or not at all depending on if it's a vanilla vehicle or not (I use simfphys)
citizens glitch when cowering in fear and keep on spazzing out when glitched.
Cops seem to be hiveminded and citizens that spawn with revolvers/gangsters seem to be the only non-cops that know how to shoot
Also when the cop shot and killed the gangster another cop started randomly shooting his SMG off into the distance, that and a gangster ran inside to reload his gun so he could shoot a cop, shot the cop once and then gave up on life (you can guess what happened to him)
