I think it is, it says right there that you have to download it. Now on the other hand, I have no idea if he changes anything more than just missions. To be frank, I don't think it's gonna be difficult to port and he could do it HIMSELF! It's his script and his work and his series so I think it's more of his discretion. I intended to look for short series/single missions (and old outdated ones!) that can be worked on and freshen up for a new campaign!
