Here's three ways you can test (be sure to have this addon enabled):
1: Using the HL1 VOX ANNOUNCER addon, enter "/vox _dialup" into the chat (without quotes).
2: Using Stream Radio, enter "vox/_dialup.wav" into the stream URL feild and spawn in the Stream Radio entity.
3: Using Wiremod, select the Sound Emitter (found in Other > Sound > Sound Emitter) and enter "vox/_dialup.wav" into the edit box, then spawn a button (found under Input, Output > Button). Next connect the A input of the Sound Emitter to the button using the Wire tool (found under Tools > Wire). Then press the button (hold it if it's not set to toggle) and you should hear a sound play.
Also, the tree list in the forum main post here actually does tell you where all of the files are. Keep in mind there are no models, entities or Lua. All this addon contains is sound files.
