SOLUTION:

extract the vpk
change name from:
models/genshi_impact/characters/keqing

to:
models/genshin_impact/characters/keqing

the texture will be back to normal

Where can I found the file to change the name?

Can't do that solution if I'm using GeForce Now... Hope the author fix it

There is vpk.exe inside bin folder.
Steam\steamapps\common\Left 4 Dead 2\bin

You can use it to extract vpk

After you extract it, see through “models” folder and rename the existing folder from genshi_impact to genshin_impact.

Then compile it to vpk again and test it.
