NPC's not Reanimating
I tested it and used the Citizen Npc and and let a zombie kill it and it would not back come as a zombie

A random system works there, the infection does not always work, I will modify the code so that the infection is more frequent and more stable.

I think it would help if the player died and it would add an half eaten corpse npc as a zombie

Can't it be made so it's every time just like the tv show? Like why wasn't this done in the first place?

Yeah it should be changed to 100% to be honest, already looks difficult enough for them to get numbers if the NPC's are behind at least half assed cover, not even considering death in any way that didnt involve head or spine destruction also let them stand up again.
