Switched to Czechoslovakia and I don't see any Decision to build Forts.
I also don't see any Decision for building a Fort in Tunisia in 1939.
First, for Czechoslovakia you have to reach the "Fortification Studies" focus to unlock a decisions. This decision will ask France for forts plans and will add an Idea that boost forts construction
Second for Swiss, the decisions will unlock when : austria is annexed by germany
Germany and France are both at war, (also one if Germany is at war no matter what) and finally if swiss is under german attack.
Finally, Fort in tunisia was already built by 1939 (wikipedia isn't really clear about that, it says the construction went from 1936 to 1940).
