I hate to say it, but I think this problem has to be on your end. Time to Die does NOT feature any custom skybox textures at all, meaning every sky is taken from the vanilla game. Specifically, Map 3 shares its sky with The Parish in L4D2.
I would try loading up The Parish and seeing if this issue persists. If so, you could try verifying the integrity of the game cache or reinstalling L4D2. Sorry I can't be more help!
I did exactly everything I describe below:
1- I started The Parish and the official sky is OK.
2- I uninstalled each mod from the workshop and removed all of them from the addon folder (I left only this one) but without success.
3- I checked game files and after a few minutes "All files successfully verified"
4- I uninstalled the game by removing each trace using the Revo Uninstaller and reinstalled again.
5- I started a clean game, using only this campaign and the lack of texture persists.
As I cannot find out what is causing this texture error in the sky of Map 3, I found it useful to share with you, in case you decide to check it out.

I'll try looking into this issue when I have the time, but I'll warn you right now that it could be very difficult to fix since it's so rare.
I have a hunch it may be related to your graphics settings (or even your computer itself). What settings do you normally play with? Textures, Anti-Aliasing, etc.
