I intentionally made them like that. it really depends how the distance or if they are behind something. sometimes when I throw it on a pack of raiders they are blown off dead. and its quite good since they won't know where it came from when you throw it while your sneaking. and it also scares the crap out of your victims. you need at least 2-3 of them to kill something if I'm not mistaken. my real intention is to make the targets get infected but I don't think the game allows it unless your bitten by zeds or cooked something nasty that have infection. also that bomb ignores armor.
