Long story short, he's Sonic from a parallel universe, where everyone's personality is the polar opposite (which usually causes good guys to be bad guys, and vice-versa).
While Sonic is an easy-going guy who just likes to run, likes to help people when they need it, and is a little shy around girls...
Scourge is a violent bully and thug, likes to assert power and to rule, and... well, let's just say he was once two-timing 7 girls at the same time.
He was blue until he tried to steal the Master Emerald. He accidentally absorbed some of it's power, which permanently changed his coloring to green. He loved the new look, and changed his name to "Scourge".

As for powers, since he is technically a Sonic, he has all of the Blue Blur's powers and abilities.
But is a lot meaner and more willing to kill.
("Sonic's dad isn't really a Mobian anymore. My dad simply isn't." -- Scourge, who's implied to have offed his father)
