how i can make a manned gourdpost i dont understamt it

just stand on that position (guard post)and speed up time, for a few minutes

You need to press shift+C when having suitable vehicle nearby, then place fortress for more selection to appear in the construct menu. Then just add AI static weapon/vehicle or guard and after some up to minute delay the post is detected as manned.
