Removing legacy capitols
I noticed that some capitols have two stars. Reading the change log:

o Removed legacy capitol system - incorporated capitols into existing comps - use debug tools to remove legacy capitols

I went into dev mode and used "Reset capitols" and it removed the capitol status from every settlement. Will they come back eventually?

They do come back.
