This was asked a few months ago, but for anyone who also wanted to know, you can click on the History tab and then go to Messages. It will likely be the very first message you receive in the game. You can also change your rival by going to the World map, clicking on one of the settlements from the faction you want to be your rival, and clicking Set as Rival while in dev mode.
