Suggest FOW be limited to world map sort of as follows:
No watchtower: you see nothing, get surprise raids.

Primitive watchtower: see out about 3 tiles. (A few hours warning)

Medieval tower with telescopes, etc.: 10 tiles. (A day's warning)

Industrial tower w/radar, radio, drones, etc. see out about 50 tiles.

Spacer tower with sattelite hookups: see ALL world except perhaps any stealth units? Unless someone down's your sattelites.
