What is the purpose of capitols?
And what happens if NPC-owned faction capitols get destroyed?

Capitols have increased growth rate, point caps, and can create units more often and have a bonus to defense. If the faction capitol gets destroyed but isn't the last base then the capitol should move to the next settlement with the highest points in the faction.
