None of this was supposed to happen, so if a limit of 100 addons works I think at least that's an alternative we have now. Going back to the regular GMod branch also made the bugs seem to go away for me.
There's nothing to do but wait.
At least this problem got me working a bit on UWD again. Look what I did:

I noticed that many people find Addon Share better because they have no idea if our addon works and they feel powerless for not being able to act - because it's fully automatic... To solve this issue the new panel indicates all the selections, the reasons for them and allows manually adding workshop resources if the player wants to.
Rubat said that the 100~200 addons limit issue is fixed on the gmod dev branch:

But I won't take this warning off until the game stabilizes and people stop complaining.

Xalalau, as I sent to you on discord, this should have been fixed on main branch since april 18. If anyone are still having issues, please file a bug on garrysmod-issues repo.
- Batch server Workshop download queries to 50 addons at a time, which should fix addons past 100 not loading when joining servers
