In the favoritesmenu.cfg file, it seems the mod author made anything with the word "shiv" automatically fall under One-handed Weapons.
So Ice Shiv was being relegated to that category. If anyone else has this problem, simply delete "shiv" from the Weapons keyword filter, and Ice Shiv will then fall under Miscellaneous as usual.
You can then manually type "ice shiv" in the Desctruction category (in the same .cfg file) and it'll show up there.
