you have to change your game version. as of right now twr requires 1.12.14, you can check what version a mod is when you open the hoi4 launcher and go to the mods list and hover your mouse over a warning sign next to a mod. you can change it to 1.12.14 by right clicking hoi4 in your library on the tab on the left side of the screen, go to properties, beta, then change beta participation to 1.12.14, then it'll make you update the game.
