It is like 1970, I can't send volunteers(Despite it saying I should be able to), can't join factions, can't start factions. And no one will declare war on me. Is the run over? Or is there some way to start a war? I already won the war against serbia-italy-portugal, and finished all 3 border conflicts. I noticed that the tech tree goes up to 1990, should I just be patient and wait to see if something happens? I have already been at peace for like 6 years.
