Basically I cant make any new divisions or edit or anything, when I try to play a smaller country like least say Croatia I can have only 8 divisions for the duration of the game. There is no way I could win any war like that... it sucks out all the fun of the otherwise fun mod.

Is this a bug or what? And how do I fix it?
