Hello late reply. I think its not a bug. When you do the focus "MEFO Bills" you will have to pay them back after 5 years. (so normally in 1940). There is an event for that (infact there are like 30 little events to pay it back with 30 pp each). If you dont do that you get what you have. I have to say even if you pay them back its super annoying because you still get a -10% for factorys and dochyards.

Check what causes the % by hovering the consumer goods requirement number. wait a little and it will show what does the effect. war economy just puts the "base" to 15% then modifiers will change it from there. Meaning, if you were say, at civilian economy, it would have been much higher than 51%
