Yeah, I haven't played RC in a few months. I'm currently trying to take a vehicle out but it doesn't look like that's an option anymore. He seems to have updated this portion of the map. There's a tunnel, but it's blockaded.

If you follow the road from the checkpoint in your screenshot to the right you'll find a tunnel. Destroy the barriers and when you pass the tunnel follow the road and there is the camp. it seems they've changed the map a bit

ive been there, does'nt have as much loot as bottom base
