There will be cars at some point, but only a few handplaced ones, no random spawning.
I tried to avoid using the most obvious locations, so there wont be nothing "special" going on at NWAF... though lots of lootable items there though, that has a chance of spawning military loot.
Yes, loot is super scarce... as this is not really a survival mission but more about the story. I guess I wanted to encourage the player to follow the story rather that just go out scavenging... but once the story progresses a bit you'll get at least food and drink (and later on medical services) from your home base.
My experience is the loot bug issue you mentioned happens often when using older/CUP based maps, nothing I can do about that, sorry... but usually its just a certain loot items that are bugged, and most of them still work?
