Thanks for the report. Better AI behavior regarding when the AI will spend PP or Propaganda Tokens is planned for the future. However, I will add a game rule option in the next update to disable Propaganda Campaigns for the AI.
Also, regarding your previous report: The conflict you mentioned is an issue of the Paradoxos Mod Manager. The ".git" files are not relevant for the game and are created by a external tool that I (and apparently the developer of the State Transfer Tool) use to manage the code of our mods. This means you can ignore this conflict as it will not affect the game.
