Over governing Capacity with Rome
I noticed when I start a new game with rome its governing capacity is already way over. is there is any way in a future update you could fix this so rome can expand? I used to have a infinite Governing Capacity mod to fix this but it was removed from steam workshop.

You can go over your governing capacity limit. Rome is meant to be too large as it is, as that's pretty much how it went historically. As Rome your goal at first is not to expand, but to stay together.

yes but every time I see rome try to invade and annex a nation like Vasconia they just release the nation.
