Development issues
Has anyone found a way to reduce the development? Say you start in Roman times and want a long game. The biggest issue is the AI nations have such a huge stack of mana that they just develop land to oblivion. Is there a way to make everyone get much less mana a month to curb this or add on a penalty like +90% to develop?

There are events that reduce development if it gets too high. That usually prevents development from getting too high.
