The institutions should not be too hard to get. Check in the provinces what you need to do to get the institution and it should spread to you rather quickly.

Well usually in the vanilla game, never had any trouble with that ! I don't get it however I did notice Spain has the Act of Uniformity already enacted so -10% penalty spread. I never select decisions that have a negative effect on institutions

Outside of that, why that 80% upkeep penalty for land troops ? I am way below my land force limit but the cost is totally crippling in money. How the AI is able to afford this ?

Because without that the rising development over time would lead to crazy amounts of money and greatly increased army sizes that would cause a lot of lag as the AI tries to figure out what to do with them.

Ok I can understand that, especially if the start date is very early. In my last game I started at the Victorian Era as Spain, I didnt have time to build a strong economy since Spain begin very underdevelopped. So the 80% hit very hard, I had to disband lots of troops. Outside of that, the mod is very well made for sure. I dont want to be too harsh in criticism.
