报告翻译问题
It gives a list of target options and then an event to launch (gives "Used Nukes" modifier for 20 years; -2 diplo rep) or abort. The action disappeared after I used it, and I had more, so there's some cooldown to using them. It could be the 20 years from Used Nukes, although it seemes a bit much, but it could be due to balance issues. I started another war and the action was still missing, so the usage limit is not related to target country or specific war.
I also wanted to know how I can see the number of nukes I (or any country for that matter) own, that's why I initially came here. But then I figured it really didn't matter that much. If the cooldown is that long, sooner or later most countries will have more nukes than they can launch. I mean, it would be relevant only if you could do carpet nuking, then it would be a big difference if you have 100 nukes and the enemy 10.
