Expanding Administration as Rome
I was trying to play Rome and then i saw that couldn't increase my governing capacity and i really didn't like that because i noticed i could do that with other nations. I don't know if this is a feature or a bug, but if someone knows how to fix that i would like to know.

Found out that this happens when the capital is not in a state. Making Rome into a state solves the problem.
