Suez canal issue
Your land province references for the Suez canal decision are 363 (which is correct) and 2527 (which is in north america - Chicamauga). In order to build it the provinces needed are 363, 4316, and 2315.

Correction; didn't notice the scenario editor wasn't loading the scenario - 363 and 2527 are correct but there is also a province between them (which is 4438 not 4316); you should need to own all 3 in order to build the canal.
