Not sure if this has been posted anywhere, but I tested it and it seems to be that because the mod changes the first government reform in an earlier mission to "Tudor Monarchy" and also renames the government reform from English Monarchy to Plantagenet Monarchy -- It is no longer an english monarchy, which is required to allow the event to begin ticking upwards and eventually fire.

It might be possible to fix this by changing the flag for the Tudor monarchy in the code to be identical to the English monarchy, but I have not tried.
