ITEMS NOT SHOWING?
The items are not showing up in the build item menu because of the psioffense item category not being added by the mod. Put this in XComGameData.ini to fix it:

[XComGame.X2ItemTemplateManager]
+BuildItemMiscCategories="psioffense"

been a while since i've done this, so it took me a bit to remember things and might confuse other people.

add the line to the XComGameData file that comes with the mod:
..\Steam\steamapps\workshop\content\268500\2164176007\Config\XComGameData.ini
