What do you use for Heightmap Creation? As in, how do you get them to merge seamlessly?

I have been wanting to create my own planet, but I can never find a good method to create seamless heightmaps.

Is it possible to commission you for a similar planet. Im trying to get one with roads, desert dunes, VERY FEW mountains, and some interesting exploration areas.
