This is because after the TLS Update, Valve has made the cvars commands restart every time the map is loaded and it greatly impaired the method of changing the game mode by restarting and returning to how it was.
For example: wanting to change the coop mode to versus, I restart the map and it passes it to me in coop mode.
So if you install Sourcemod and Metamod, you give yourself access to admin and you can now use the command that I added to the Admin Menu.

I think not because I change game mode only for single use and also I dont know how to use sourcemod and metamod. Is there have another way ?

The Sourcemod and Metamod allow you to save the changed commands. It should not be very difficult to install, watch some video tutorial or guide on how to install it and use it on your local server and it will work perfectly together with the Admin System.
Another that occurs to me, and I don't know if it will work, is to put the command mp_gamemode versus in the cvars file in the "ems / admin system" folder. Given like this to allow it to switch to the mode you want to play.
