Check these steps to see if they work for you:

1. Make sure you don't have anything in conflict with the Admin System (marked in red in addons).
   
2. Using on your Local Server and always have the command "sv_consistency 0" to prevent people who join from leaving.
   
3. Make sure you have the file "admins.txt" in the folder "C:\Program Files (x86)\Steam\SteamApps\common\left 4 dead 2\left4dead2\ems\admin system"
   
4. Avoid any conflict with files in the "vscripts" folder. Or also that the commands inside the files are fine.

If the file "admins.txt" does not appear, in the game you put this command: !add_admin nick

The character you are playing and with that you are already listed in the file as admin. You can also try another command to get it working, example: !give rifle_m60

Otherwise you create a text document file and name "admins" and paste it to the location of the folder that you send it. From there you put your name and your Steam ID so that you remain as admin.

So i may have found the issue, i cant find the "vscripts" folder

You can use a file called "server.nut" to make a few additional changes to your game.

Step 1: Download the server.nut file here[www.dropbox.com]
Step 2: Place the server.nut file in left 4 dead 2/left4dead2/scripts/vscripts.

You can open the file using a text editor, and make changes and additions to whatever you prefer. For a list of more functions you can check the L4D2 VScripts page, or EMS page.

The reason why I said vscripts. It was that in almost that you have a server.nut file that you modify the gameplay. But if you modify wrong inside the file, the admin system commands will not work.

If you don't have it. Create the folder "vscripts" in the location that says and download the file "server.nut" that I leave in the Rayman1103 guide.

Anyway, without that file. Other ways should work perfectly. Important: Nothing in conflict with this mod, have access as admin and use it on local server.

ive tried every solution and it still isn't working? any help would be great im so sorry...

Bruh i don't even have and admin system file

it crashed for me everytime i get into the game

i've tried in admins in chat commands, and still not working. but they're might be a bugs or something...
plz someone fix this admins system so they can work this mod.
